The difference, by ear
Indie pop keeps the song in focus - jangly, brisk, and sung to be understood. Dream pop dissolves the same sweetness in reverb until the words stop mattering.
Both are sung cleanly, but indie pop / twee is faster: 120 to 160 bpm against 70 to 110. Songs run longer in dream pop: usually 4 to 6 minutes, against 2½ to 3½ minutes in indie pop / twee. To hear the difference, play Cocteau Twins next to Belle and Sebastian. They share a root in alternative rock, and dream pop came first, by a year. United Kingdom appears in the origins of both.
