The difference, by ear
The two genres merged commercially in the 2000s. Emo-pop is slower, more theatrical and more interested in production.
Both are sung cleanly, but pop punk is a little faster: 160 to 200 bpm against 130 to 170. To hear the difference, play Jimmy Eat World next to Ramones. They share a root in punk rock, and pop punk came first, by 22 years. United States appears in the origins of both.
