The difference, by ear
Power metal is speed metal with a chorus, a keyboard and a story. The riffs are the same; the intent is the opposite of grim.
Both are sung cleanly, but speed metal is a little faster: 180 to 230 bpm against 160 to 200. To hear the difference, play Helloween next to Motörhead. Both grew out of heavy metal, speed metal first and power metal three years after. Germany appears in the origins of both.
