The difference, by ear
Symphonic power metal adds an orchestra and stays rhythmically simple. This adds complexity and stays guitar-led.
Both are sung cleanly and move at much the same pace, around 140 to 200 bpm. To hear the difference, play Symphony X next to Rhapsody of Fire. Both grew out of power metal, progressive power metal first and symphonic power metal two years after.
