The difference, by ear
Both are severe European art rock. Zeuhl is ritualistic and repetitive; RIO is composed and through-written.
Both are sung cleanly and move at much the same pace, around 60 to 160 bpm. Songs run longer in Zeuhl: usually 8 to 25 minutes, against 4 to 12 minutes in Avant-prog / RIO. To hear the difference, play Henry Cow next to Magma. They share a root in rock, and Zeuhl came first, by eight years.
